The ideal time is when the bulbs have turned white and are roughly the same thickness as a pencil. Thinner onions will have a milder flavor, whereas thicker, more mature onions have a more robust flavor and are better suited for cooking. You can harvest as needed by digging up the entire plant, but if you need the tops, cut a few from the outside of the plants, and the scallion will regenerate and grow more greens.
